But a major upgrade was built after the December 2014 heatwave, said Mr Dickson.

The bushfires, which killed 1,700 people in Tasmania, were blamed on an "out-of-control climate", with drought and temperatures rising for two consecutive years.

"This situation in Tasmania was the equivalent of the fairy tale about a woman in India who came in one evening, sat down in a garden and got up and said 'God, if the sun never shines, and it never rains, my husband won't have to go far and help me bury my dead'," Mr Dickson said.

"A lot of Australians didn't realise we had been through bushfires before," he said.
This year's fires killed 552 people in the Hunter Valley, compared with 488 during 2012.
The number of fires has risen in the region from around 1.7m in 2011 to over 3m this year, according to the Tasmanian Bureau of Fire Services.
A series of heavy wildfires burned south-east of Alice Springs, which started just after the height of the summer, but has spread into parts of northern New South Wales and west Queensland.
A total of 718 people have died from fires this year, according to the state government.
The Tasmanian state government has introduced a temporary fire ban of 50 days, which will be lifted in November.
However, the Federal Government has said it is concerned about an increase in the number of fires.
